How testing, online menus & market incentives turned THC percentage from a useful measurement into a shortcut for quality.
1996–2007: The Nose Era
Under California Proposition 215, patients & caregivers were protected, but the state did not yet have the licensed commercial cannabis market that exists today.
Loose flower was largely judged by appearance, aroma, cure & reputation. Certificates of analysis, or COAs, were uncommon, so the nose carried enormous weight.
That old system had an obvious limitation: smell could help judge flower quality, but it could not reliably identify pesticides or other contaminants.
2007–2011: Potency Gets a Number
Steep Hill opened in 2007 as an early cannabis testing laboratory.
Around 2010, SC Labs began testing entries for the Emerald Cup. Potency could now be measured, compared & ranked more easily.
Cannabis chemistry was becoming a leaderboard.
2008–2017: The Digital Shelf
Weedmaps launched in 2008, followed by Leafly in 2010.
Online menus made THC percentage searchable, visible & easy to compare across products. At the same time, concentrates testing around 70–90% THC helped reinforce the idea that a bigger number meant stronger value.
A laboratory measurement was becoming a shopping metric.
2018: Legalization Locks It In
In 2018, California phased in mandatory testing requirements covering potency, pesticides & other contaminants.
Testing added important consumer protections, while prepackaging made it harder for shoppers to rely on the traditional smell test before buying.
Laboratories validated their own testing methods, which meant results could still vary between labs.
Lab Shopping & the 30% Gate
As THC became more important at retail, higher percentages could bring better placement, stronger sales & higher prices.
Brands could use research-and-development testing or direct compliance work toward laboratories viewed as more favorable. Once a batch officially failed compliance testing, however, it could not simply be moved to another laboratory for a better result.
Over time, 30% THC became a merchandising threshold, not a scientific dividing line between average & elite flower.
What the Number Actually Means
A common calculation for total potential THC is:
Total THC ≈ delta-9 THC + (THCA × 0.877).
That number still has limits. Sampling practices, moisture levels & natural variation within the plant can affect results.
A COA represents a sample from a batch, not a guarantee that every individual nug contains exactly the reported percentage.
Cracks in the System
A 2024 investigation by the Los Angeles Times & WeedWeek tested 42 cannabis products and found that 25 exceeded either California pesticide limits or federal tobacco benchmarks.
That finding should not be interpreted to mean that 60% of all tested products failed California's legal pesticide standards. The investigation used more than one benchmark.
Regulators have also taken action against cannabis laboratories.
The case involving BelCosta remains disputed. A 2026 proposed decision found violations, but did not establish proven fraud.
Standardizing the Test
Since January 2024, California has required laboratories to use a single standardized cannabinoid testing method for dried flower & non-infused pre-rolls.
Manufactured cannabis products still rely on laboratory-validated methods.
Standardization can reduce variation between laboratories, but it does not eliminate the commercial incentive attached to reporting higher THC numbers.
What the Evidence Shows
THC matters for potency, dosing & intoxication. It is not a complete quality score.
Aroma, freshness, safety, minor cannabinoids, personal tolerance & setting can all shape the experience in ways a single percentage cannot capture.
The 30% threshold became powerful because the market rewarded something simple, visible & easy to compare. Until buyers, retailers & brands place similar value on the qualities that THC percentages cannot measure, the race toward 30% will continue influencing what reaches the shelf.
